I write here because the people accountable for capability are handed wrappers instead — a transcript, a licence, a completion record — and then asked to manage as though the wrapper were the thing itself.

My training is in learning sciences and cognitive psychology: how somebody acquires a skill, what makes it hold under pressure, and how badly a score can misdescribe what a person can do on a Tuesday morning with the actual task in front of them. That is the through-line of every piece on this site.

The other half comes from fieldwork. I spent years with NGOs across developing economies, mostly in microcredit and enterprise development, and later on public-private partnerships where donor money and a government mandate have to agree on something measurable before anybody is paid. It is a long education in the gap between a record and a reality: an institution can only see what its instruments report, and the instrument is almost never the capability.

So the entries here take one wrapper at a time — the badge, the level, the job title, the training catalogue — and ask what it is evidence of, and what it was never evidence of. The answer is usually narrower than the wrapper implies, and considerably more useful once it is stated.
